Council House Grounds: Just north of the fort, the Council House is where the Upper Missouri Indian Agency conducted business. Agent Benjamin O'Fallon and his sub-agent John Doughtry met here with delegations from the tribes. For instance, it was in the Council House in 1824 that O'Fallon negotiated a treaty between the Mexicans and the Pawnee.
